ang pag "singkutsa" (or sangkutsa)

i don't know if this is a tagalog word or a kapampangan word, basta my lola will always tell me that i have to make singkutsa muna the meat/chicken before i saute, esp. when cooking with sarsa or tomato sauce like menudo, afritada, asado, etc. maybe i can check this out with ms. karen of pilgrims pots n pans.. she's from pampanga too, so maybe she also do this with her cooking... alamin natin...
